On the morning of November 10, 2023, the launch activity of the Beijing Data Infrastructure System Pilot Zone (hereinafter referred to as the Data Pilot Zone) was successfully held in the Management Service Center of the Beijing Data Pilot Zone. Jin Wei, member of the Standing Committee of the CPC Beijing Municipal Committee and Vice Mayor of Beijing, Liu Lihong, member of the Party Group and Director of the National Data Bureau, Long Kai, Deputy Director of the Information Technology Development Bureau of the Central Cyberspace Administration, Jiang Mingtao, deputy Director of the Department of Information Technology Development of the Ministry of Industry and Information Technology, attended the launch ceremony and fully affirmed the functional positioning, overall goals and policy mechanisms of the data pilot zone in their speeches. All expressed support for Beijing to carry out the first trial of the data base system. Gladtruste was invited to a live kickoff session.
The data pilot zone is positioned as follows: in a specific region, a pilot mechanism should be established according to a new supervision method that ADAPTS to the characteristics of data elements and digital economy, and the construction of a comprehensive reform pilot field of data basic system and a data element cluster area should be accelerated.
From the perspective of functional layout, the data advance zone management service center will be built in Beitou Taihu Industrial Park, including the construction office of the advance zone, public data asset registration center, public data open innovation base, social data asset registration center, data asset evaluation service station, data cross-border service center, data arbitration center, and data rights and interests circuit trial court. Building intelligent computing center and data training base in Xinchuang Park; In the performing arts town book city renovation project and other places to lay out the data headquarters base, including financial data area, cultural travel data area.
According to the overall goal of the data leading area specified in the creation plan, by 2025, the framework system of Beijing data basic system leading area will be basically formed, the total amount of high-value data assets will reach 80PB, the data transaction volume will reach 5 billion yuan, and the data industry scale will exceed 50 billion yuan. By 2030, the Beijing Data infrastructure system pilot Zone will be fully built, and a policy highland, trusted space and data workshop for market-based allocation of data elements will be created, bringing together a total of 100PB of high-value data assets, a data transaction volume of 10 billion yuan, and a data industry scale of more than 100 billion yuan.
